OpenStack has been updated from Essex to Folsom in EPEL. We previously announced this on the Fedora Cloud SIG list: http://lists.fedoraproject.org/pipermail/cloud/2012-November/001848.html
There is not currently a seamless upgrade path from Essex to Folsom, as this is being actively looked at upstream (manual upgrade notes are linked from the URL above).
