So there is a window in time when new updates have been published to
the mirrors but the mirrormanager crawler has not gotten that
information yet. We are working on getting that window smaller, but at
the moment it is causing problems with EPEL. [EPEL consumers are the
largest customer of mirrormanager so it shows up the most here.]
