In the immediate term, there isn't much that can be done by interested
contributors, but I appreciate the offer and willingness to help.
Without getting too into the weeds, we needed to have tooling changes
landed for handling modules, and ursine packages as well as a few
updates to koji in order to make this work, as well as some creative
scripting by the Infra team to plumb it all in. We are working through
this and in typical community fashion "it'll be released when it's
ready". We know folks want EPEL and we're working it as fast as we can.

For the future, I'm working with RHEL leadership to make sure this is
taken into account for the planning process. I make no promises, but I
am making it known.
