Correct, what you are pointing to is considered the "RHEL Base".

I didn't write that, but I believe you are also correct.
"At this time" is an escape clause in case something comes up in the future.
There would have to be a good reason.  It would need to be approved by
the steering committee.
It would need to be documented somewhere.
