If an item is marked as harvested it should be overwritten on an new baseline update. If it is not working, as you describe, this must be a bug, some situation that the unit tests don't cover. As a workaround you can checkout the latest version and checkin. This should at least make the new content of the baseline version available . Mark it as harvested as this 'should' make sure that subsequent updates get thru. Maybe this will also fix this sticky current version problem so that on a next baseline update things will work as intended. In the meantime I will try to reproduce this problem.
