Debatable, depends on situation. Epiphany team decided to prefer using
Tab for focus switching.

        Ctrl-Tab, Shift-Ctrl-Tab -- Moves keyboard focus out of
enclosing widget to next/previous control, in those situations where
Tab alone has another function (e.g. GtkTextView)
