I had seem that bug but I was not sure if it had been resolved. It says on 
bugzilla that it would be implemented on 2.20. My version is 2.16 and it does 
not have it, but I see that Epiphany is already on stable release 2.20. Do you 
know if the feature was actually added to 2.20?

This will only open a new tab for the URL you specify on the command
line. You can set a preference in your System > Preferred Applications 
to open in new tabs by default, but this will currently only work for
URLs passed to epiphany from other applications.

Only a subset of the settings in about:config affect Epiphany.
