Or, Epiphany could stop putting every bookmark in the Bookmarks menu. 
Make the Bookmarks window the canonical list of bookmarks, with each 
bookmark having options for whether it should be in (a) a Bookmarks Bar 
and (b) the Bookmarks menu.
