Er, not exactly. When you're opening a new tab that loads a page, Epiphany focuses the page on purpose. That's because it assumes that you want to browse the page or fill in a form on the page you've just loaded, and it would be bad when the address entry had focus instead of the page. If you don't want to set your homepage to blank, just enter the address you want in the address entry and press Ctrl+Enter (or middle-click Go to).
