Kinda. Since Epiphany aims to be tightly integrated with GNOME, a
proxy
settings feature is considered redundant.
I haven't looked at extension writing lately but it shouldn't be very
difficult to write an extension that would set/unset a certain Gnome
proxy configuration. It's all GSettings based.
