I believe that Albert has run into this bug, which affected Epiphany 3.0
and 3.2:

The bug was marked obsolete back in December because the bookmark bar is
simply gone in Epiphany 3.4.  (I'm not happy about that, and I hope that
someone will implement a bookmark bar plugin soon so we can have this
important feature back.  See the earlier discussion at
