Where "you" in that sentence probably means DJ :) I think the answer is 
no. I believe the pref ini file only gets applied to a single special 
"default" scope, and doesn't have any effect on other scopes. Of course 
depending on how the preference is looked up, it might find the value in 
the default scope that was set in the ini file.

Do you know if it is possible to address the various preference scopes 
from the preference initialization files? For example I would like my 
preference initialization file to set a pref in the p2 scope and in the 
configuration scope.
