Where "you" in that sentence probably means DJ :) I think the answer is no. I believe the pref ini file only gets applied to a single special "default" scope, and doesn't have any effect on other scopes. Of course depending on how the preference is looked up, it might find the value in the default scope that was set in the ini file.
