This is another factor influencing the observed behaviour of the sample project 
I haven't understood yet.
I'll see if I can find some time to strip it down to a small test case so you 
can better judge whether it's a bug.

The StateHelper.VISIBLE_INCLUDE_EE_PACKAGES is intended to include packages 
that are configured as part of the java profile (Java execution environment, 
Java SE 5, 6 etc).  If the but is that bundles wiring to system packages which 
are part of the Java execution environment are not getting found then, yes this 
is the proper fix.  But from the bug it seemed the issue was the 
org.osgi.framework package?
