For the curious, This change probably was due to a change in he Eclipse parent pom ( https://bugs.eclipse.org/bugs/show_bug.cgi?id=423105).
3.1.1 actually has been "required" since 4.4 M4, but we only recently discovered our attempt to "codify" that requirement was not actually "enforcing" it, and then we learned how to do that. See bug 423105 for more details.
