I assume the migration will include binaries also (https://git.eclipse.org/c/equinox/rt.equinox.binaries.git/) or is that not necessary?

It will be handled in two steps: * framework and bundles * p2 Reason for that is that the open equinox gerrits (https://git.eclipse.org/r/q/projects:equinox+status:open) are mostly against p2 so some time is needed to clean it up.
