Was that with the mixture leaned?

You will lose RPM on the ground or in the air as (density)
altitude increases if the mixture is set correctly for sea
level.

I believe engine operator's manuals tell you this, and mountain
flying courses also teach you to lean to appropriate levels
before taking off from a high airstrip.
