And, when the owner and his/her A&P fabricate a part they must go through a huge bunch of paperwork to show the Feds that that part is equal to or superior to the part they want to replace.  Things are not so simple out there in FAA-land.

By the FARs, the OWNER may fabricate parts for his/her own plane (though
your hired hands (like your A&P) may fabricate them for the owner under the
owner's supervision ;-) ).

Anyone who SELLS parts must have parts manufacturing authority (PMA) or
Technical Service Order (TSO). This includes that same A&P who may NOT make
the part and sell it to you.

Hi Folks,

With so many corrosion issues, and many more possible to come, why is it
that we cant make our own parts, per the original plans? I am thinking,
specifically, of Chris Trent's endeavor to build a new Ercoupe, and with him
having the blueprints, why isnt it that he (or someone like him), cannot
build a new rib, and send it along to an owner, with the appropriate STC to
be filed with the FAA. I'm wondering if it will bring the cost of some of
this down.... Again, I am totally uniformed about this, I am just wondering
if it's been thought of.....

Wayne. Nice posting.

I too live in California and have to pay the same taxes.
But I read the exemption differently. What it says is that you have to
display your AC 12 days a year to the public, no saying where and how.
Since the last two years I have to bring the application in person and
had a chance to discuss the exemption, basically there are no questions
ask.

As for the communication tax in Germany, you forgot to mention the
mandatory landing fees on every airport there.
I disagree with your last statement calling the current administration
liberal. As I remember correctly, the issue of privatization came up
within the last two years. The forces behind that move are true and
honest Republicans trying to save a buck for the budget.

Jim:: I could not find an Air Use Tax Specifically, however there is a
Foreign arrival and departure tax of $13.20. Speaking of taxes, in
the Sunshine State of California, the tax capitol (capital) of the
world. we pay a Personal property or Use tax of approximately $160 per
year. which in theory places an aircraft in exempt status after 35
years, but, YOU CANNOT FLY YOUR AIRPLANE! That's true. According to
the law, You must exhibit your airplane at 12 different venues
(subject to audit) during the year preceding the request for
exemption, the after the exemption is granted, you can only fly the
aircraft to these venues. It cannot be flown for pleasure, for
testing, or for maintenance, only to and from exhibitions. We also
pay the state Property tax (about $190.00) for the property the leased
hangar sits on at the Municipal Airport. My airplane is 37 years old,
has been flown 1,500 hours, and has been sold 5 times. It has
generated $6,000 dollars in use tax, $7,000 in property tax, $ 3,000
in sales tax, $ 4,000 in Gasoline tax. $36,000 in parking and hangar
fees, that's damned near 60 grand for an airplane that originally sold
of six thousand dollars! That's a sizeable profit for the
Governments, City, County, and Federal, that like to treat us like dog
poop. I carry minimum liability to be able to keep my aircraft at a
Municipal Airport, that's 1 million, on ground or in air, full
collision and hull coverage ($22,000) and $100,000 life insurance for
pilot and passenger, and $5,000 medical, I also carry a rider for any
appointed licensed pilot to fly the airplane and maintain the
coverage. This costs about $1,000 per year. PS I did pay a
navigation tax in Germany with my former Ercoupe. It cost 160 DM to
fly across Germany, and telecommunicate once with Templehoff Control.
This is what the Misinformed Liberals are trying to get the FAA to do
in this Country. This has been a taxing post! Wayne WoollardN6596Q

I would like to know how is your airplane taxed in your
state and county? I know I brought this up a couple of years
ago, but here goes again. How many remember a federal AIR
USE TAX? If I remember right the fed's never sent a notice,
it was your responsibility to send it in each year. I
believe it was $ 25.00 for planes up to a certain wt. and
than on up depending on wt. Of course the Ercoupe was $
25.00. If there is now no tax, when was it repealed? If its
still in use why hasn't anyone wrote about it? On Ins.,
What do most of you carry in Dollar amount for liability and
Med.? Do many of you carry Hull ins.? 2749 H is in for
annual. we took the wings off today. On initial inspection
it looks good. Found one mouse nest but showed no corrosion
when removed. My Mec. and a instructor from WNCC Aircraft
school here in Sidney will inspect (according to AD) it
     further tomorrow. Jim Phelps
