Yo, John

Ercoupe Service Memorandum No. 56 amd 57 have the information you need.
If
aileron free play does not exceed 5/16", you still have freedom from
flutter
throughout the operational range of the airplane without the weights (and
their 3.5 lbs. useless weight).

They are a "maintenance problem" and "might present a flight hazard".
