What you need is a combo.  The Cherokee Arrow for the high speed cruise.  The PPG (Powered ParaGlider) stowed in the back seat or luggage area for low and slow flying in early morning and evening when the wind dies and the air is nice.

 

Total price: Cost of Arrow plus about $6,000-$8,000.

While the Ercoupe may not be fast enough for you, you might find a faster Classic aircraft, experimental or even an Alon that meets your need for speed.  Then, the 24-75 mph Challenger could meet your need for open air slow.
