Well.I haven't seen the news but let's think about it.

 

This sort of thing only the Pentagon and the contractor would know for sure.

The contractor won't say anything so the news came from the Pentagon.

The helpful reporter broadcast the press release as "news" for them.
Another 

4 column-inches filled.

 

Why would the Pentagon do this?  Because it's true?  Nah.  You have to read
this stuff

like Pravda (for you old-timers).

 

The GPS satellites, like any equipment, age and have a planned life.  No
doubt some

are reaching that life.

 

Probably the Pentagon wants to make sure they get full funding to continue
the program and 

other programs.  No cuts for them.  So, they generate this "news" for public
consumption.

A few people will contact their congress-critters, generating a convenient
cover for the critter

to defend Pentagon funding.  

 

The point is, it has nothing to do with a technical issue of GPS satellites.
Some other issue

is at hand.  That's the way the game is played.  Your dollars-and the
Chinese's dollars-at work.
