Ralph,

 

Before you spend hundreds or thousands trouble shooting the engine, I'd urge you to confirm the tachometer readings.

 

1.  The static rpm check should be in calm winds or perhaps with the prop edge on to the wind.

 

2.  Beg, borrow or buy an electronic, digital rpm checker (like from your FBO) and re-check the rpm.

 

If it really is low, I've got to defer to the experts.  Good luck on this.
