The Paul E. Garber facility is part of the Smithsonian, and once the 
primary storage and restoration location.  With the opening of the 
Udvar-Hazy facility at Dulles, emphasis has, of necessity, been more of 
reorganization of available exhibits for exhibition and less on 
restorations.  There is a restored IL-116 ERCO inline four engine (as 
originally fitted to the first production Ercoupe when it was a model 
415 before its conversion to a 415-C when the Continental was 
substituted before sale) in the "Engines Exhibit" there.

The museum at College Park is entirely different and not part of the 
Smithsonian.  Ercoupes there (one complete and one cutaway) were 
donated by private parties.  That one has a skullcap is incidental and 
of no more significance than observing a skullcap on a coupe at an 
airport.
