[ercoupe-tech] Vents on fuel caps

After reading recent posts on the subject I became curious about the vents in 
the fuels caps. 

Mine seem to be some sort of check valves. They vent out but not in. 

Is this normal? 

btw - I have no problems with fuel flow.
