Compiling from sources was my first thought, but I couldn't find them!.
I know it sound's silly and that I am too lazy to go find Qscintilla2, But the riverbank Qscintilla page does not have the sources for Qscintila2, only the old version 1.7:

http://www.riverbankcomputing.co.uk/qscintilla/download.php

and the Qscintilla2 development snapshot directory, listed in this page is empty:

http://www.riverbankcomputing.com/Downloads/Snapshots/QScintilla2/

and Yes, I googled for it, without any results:

http://www.google.com/search?hl=en&client=firefox-a&rls=com.ubuntu%3Aen-US%3Aofficial&hs=hXV&q=qscintilla2&btnG=Search <http://www.google.com/search?hl=en&client=firefox-a&rls=com.ubuntu%3Aen-US%3Aofficial&hs=hXV&q=qscintilla2&btnG=Search>

Where are they hiding the Qscintilla2 source tarball? :-)

Not shure ...my best guess is that it's in the official pyQt4.2 release.
