I did that for Emacs, but there is a problem that some of the keystrokes are caught before the keyboard short-cut stage so I think there are code changes required (at least for Emacs-like bindings).
This probably requires a "personality" option that does the shortcuts and also changes these other keystrokes in code somewhere.
