On choosing which problem to attack first, I think one wants to score the 
problems with respect to potential impact on the overall project goal, then 
multiply that by the liklihood of achieving a solution with existing 
resources (not quite the inverse of "difficulty," but close), then divide by 
some measure of the resources.  That will give a kind of expected "bang for 
the buck" number which can guide one toward the most efficient use of effort. 
 If a problem actually is unsolvable and will end the whole effort, one wants 
to deal with that before spending huge amounts of effort on other things.  
Part of "potential impact on the overall goal" is, of course, "brings in more 
funds."  So activities that attract more funding and interest should be 
highly rated.  At the same time, things that are essential to the ultimate 
orbital goal (such as a working biprop engine) should also be highly rated.
