Nope.  And in fact, if you look at an Atlas II, you'll see they aren't
there any more.  (With an upper stage, there's no need for verniers to
trim the exact cutoff velocity of the Atlas itself, so their only duty was
roll control after booster-engine jettison.  That function has been taken
over by a little hydrazine thruster package on the interstage.)
