Fixed in 1.6-QA-B2. The mediators can be moved up and down when they are in the
edit mode but the mediator which is in the edit mode changes to the update mode
and the other mediator changes to the edit mode. Since this does not have a
major impact on the rest of the scenarios will be closing the issue.
