The changes done to an entry refered by a Proxy service not getting affected
even when the Proxy Service is stopped and started

Steps to reproduce
1. Created a Proxy service using a WSDL and specified the following options
also as service parameters [Assume that the WSDL is attached as a registry
enter or a local entry]
- useOriginalwsdl = true
- modifyUserWSDLPortAddress = false
2. Check the WSDL1.1 link and you will see that the original WSDL is displayed
with the ports available in the original WSDL
3. Now do some changes to the attached WSDL through the Manage Registry or
Manage Local Registry Entries stop and start the Proxy Service
4. View the WSDL1.1 and it will not reflect the changes done. By stopping the
Proxy Service and starting it once more, the changes have not been applied
properly.
