Tried again from home, this time with a different base:
svn co https://wso2.org/repos/wso2/trunk/carbon/products/is/ wso2-is
mvn package (see below)
I'm guessing the problem is that I'm guessing at what I need. Keep getting
such huge directories that neither Netbeans nor I can handle the confusion.
What I need is quite simple; a sample PEP and PDP with relevant WSDLs, that
I can use as a model for building a new PDP. Could you point me to the right
root for this? Thanks!

Try downloading the file manually from the project website.
Then, install it using the command:
mvn install:install-file -DgroupId=org.wso2.carbon
-DartifactId=org.wso2.carbon.ui -Dversion=3.0.0-SNAPSHOT -Dpackaging=jar
-Dfile=/path/to/file
Alternatively, if you host your own repository you can deploy the file
there:
mvn deploy:deploy-file -DgroupId=org.wso2.carbon
-DartifactId=org.wso2.carbon.ui -Dversion=3.0.0-SNAPSHOT -Dpackaging=jar
-Dfile=/path/to/file -Durl=[url] -DrepositoryId=[id]
