If .Net Framework Langurage Pack is installed,
The "Message" property of Exception returns localized messages.
So, the following in the Etch.Util.TcpTransport.ReadSocket() cause a problem.

return;
if (e.Message.Contains("blocking operation"))
return;
if (e.Message.Contains("socket closed"))
return;
if (e.Message.Contains("read operation failed"))

"e.Message" returns localized message,
So thease exceptions are thrown to the outside.
