Description:
There is a policy that all ASF projects should lie in the package name
"org.apache.<projectname>", unless extreme compatibility reasons prevents this
(and Etch doesn't fall within that AFAICT).
C# package names are the same, but with initial caps (Org.Apache.Etch)
