Hi scoot,
for building the binding-c runtime and tests, follow 
\trunk\binding-c\runtime\c\README.txt. Before you build it, you need install 
the dependencies to APR and CUnit. How to install you dependencies is described 
at trunk\binding-c\runtime\c\README.txt. We are working also to integrate 
binding-c into ant build. Patch for this will be available soon.
