The Windows build is set up on the buildserver

The packaged archives should work with all bindings (java, c, c#)
For the linux buildserver, we ran into trouble because the build server is
64bit and we would
like to build 32bit. It misses a required library for the c binding. We opened
a INFRA issue here:

The linux build should work fine, once this is resolved.
