Great to see this release effort started!

FYI, a standard podling release process is roughly:
 - build an artifact, a signed tarball of sources
 - vote for it on the podling's dev list
 - if vote gets 3 +1 votes and no -1 votes from incubator PMC
   - then send an ACK request to general@ & wait 72 hours
   - else call a vote on general@, seeking more PMC votes

So the vote on general@ can often be avoided if you can get your mentors to vote on the podling's dev list. And binding votes can only be cast for a concrete artifact, not a subversion tag.

I did not prepare zips/sums/sigs for this release yet. You can download built 
versions
(zips, setup exe) from the build server. This vote is only meant to determine 
the contents
of the release. If it passes, I will create binaries/sums/sigs and start a 
Incubator PMC vote
on the release.

Please vote:
[ ] +1 : release 1.1 with the described contents
[ ] 0  : I don't care
[ ] -1 : don't publish 1.1, because...

+1 from my side.
