cool!

The original C binding implementation used Windows API functions to do
the character conversion. Since
we already had the dependency to the APR (for threads, mutexes, ...)
we changed that and extended that dependency to
apr-iconv. It works and is available across operating systems. We did
not want platform specific code in
the binding since we wanted to use it across plattforms with little
(best: no) porting effort.

I guess the newer apr version should work, too. To my knowledge we do
not depend on specific features
of a version. 1.3.2 was just what was there when we started and we did
not yet find time to try it out
with other versions.
