Yes, it is. The file selection dialog box code is *not* part of the
Ethereal source, it's part of GTK+.

I don't know whether there are any. Newer versions of GTK+-for-Windows
might be better, but it appears from
http://www.gimp.org/~tml/gimp/win32/
that the current GTK+-for-Windows is GTK+ 2.0, and Ethereal might not
work with that without changes.
