You can decide, if you want the tcp dissector looking for a matching heuristic subdissector before looking for a registered port or the other way round. Last one is default, so the actual mechanism won't change without setting the new preference.
Perhaps UDP should have a similar preference.
Yes, why not. There may be a situation, where someone needs such a preference for udp as well.
I know it is not much to do, but I don't have the time right now. Could you check in my patch for tcp please. I don't like to maintain my own version of packet-tcp.c, if it is not necessary.
