Here's a new dissector: SCCP Management. It dissects the (few) messages which float around on SCCP SSN=1 (for both ANSI and ITU).
I'm not entirely sure I'm happy about the COL_INFO behavior between packet-sccp.c and SCCP users, but that's a task for another day...
