[Ethereal-dev] patch to make ANSI PC's filterable; new dissector: MTP3-Management (and -Test)

Hi list,

Happy new year!

Here's a patch to a few files to:

- make ANSI point codes filterable
- fix a bug in the ANSI SLS dissection
- have MTP3 store the SI for subdissector's use (used in the MTP3-Management dissector below)


Also included is a new dissector for MTP3-Management (and -Test).
