Unfortunately, it apparently is, at least if you work at Cisco and want to conveniently decode packets captured internally to a Cisco MDS switch. I suppose they could add a protocol preference to control whether an ethertype of 0 should be interpreted as MDS internal packets or as a bogus frame.
