If you deactivate the "Apply" button (which presumably also means that if you press the "Enter" key, it won't apply the filter), you can't try to compile an invalid filter in order to get an error dialog indicating *why* it's not valid.
Additionally, when newbies try to use the thing, they'll construct invalid strings. They will then e-mail the -users list asking why the button is greyed out and they can't use filters, particularly if they're red/green colourblind. :)
I'd keep the apply button for invalid filters, along with the dialog popup.
