I'm sorry Guy, it's related to the environment. The companies development machines don't have all of the tools necessary to build from CVS, i.e. the tools that autogen requires.
I have always built from the prepackaged source that comes with the latest released version. So the tap I built was built and tested against 0.10.0a source. I do the cvs diff -u against the latest checked out CVS source.
