The patch referred to in the message to which you provided the URL above has already been checked in.
However, all that does is let Ethereal read hcidump captures - they have an encapsulation type not yet supported by Ethereal, so it will just display them as frames with raw hex data in them, doing no dissection whatsoever.
To get dissectors, the work required would be the work required in

or would be the addition of the Affix dissectors.
The work mentioned in the msg00814 message has not yet been submitted to the Ethereal developers; I assume it's still under development - you'd have to ask the author about it.
