No. Ethereal hasn't yet been made to work with the latest version of Win32 GTK+ (which is claimed to support 256-color displays), so you can't use it on any display with less than 16-bit color. Packetyzer: http://www.packetyzer.com/ might work; it uses the Ethereal dissection core, but has its own (different) GUI, using native Win32 widgets.
