I'd use a dedicated notification for an actual
theme change. MacOS X has a notification already
that is sent when the control tint (Aqua or
Graphite) changes.

Camaelon by flushing the pixmaps cache and the
visible windows display ?
I don't know Camaeleon's innards, but that
definitely sounds like it could work... If the
names of the images in the themes stay the same.
I'm not really sure we'd really need the -update
method, so if you want, we could leave it out for
now.
