Here is the latest draft of the Coding Style Guidelines document. I
think this version can be almost considered as the final one.
I updated Indenting section with David Chisnall's proposal, wrote the
previously empty Accessors section and made various corrections
(examples, layout, phrasing etc.)

Feedback welcome. By the way, if there is no particular disagreement,
I think we can make these Guidelines official, in other words
mandatory for any new modules to be included in the repository.
