What happens for the music played by the audio applet when you log in? It got replaced by a full-featured audio player front end. The code that actually move window around are in wm module. (not neccessary x11 module, even it is, it may not be an x11 window manager, although it can be) So, yes, app are responsible for drawing the titlebar, but they don't move the window themselves.
