Try setting NSMenuInterfaceStyle to NSMacintoshInterfaceStyle:

NSMacintoshInterfaceStyle
The other quirk is that I often get windows placed either above the
top of the screen or with the titlebar underneath the menubar. If
there's a fix for that, I would appreciate it as well.
That's your window manager. It doesn't realize that the top 22pixels
are taken by the menu (and how could it), so you will have to let it
know. How to do so depends on the WM you're using.
