This feature is quite old actually. When I saw it, I was wondering if
gnustep/etoile could implement the same sort of thing. So I looked at the
gnustep-gui code (I didn't know etoile at this time or I am not sure if that
project had started), and there was a hook to change rendering of the menu.
I even made a patch (not release anyway) to render menu like osx (and now
étoilé) does.

It would be nice that one day étoilé/gnustep can render menu in three ways :
1) gnustep like (already done)
2) osx like (already done)
3) windows like (where menu is integrated in application window)

Fred.

There used to be a 'theme' for KDE3, called Baghira (
http://baghira.sourceforge.net/ ) that looks a lot more like OSX.
